TENDER COU01/02–2009/10:  PROFESSIONELE DIENSTE:  FASE II, “COMPREHENSIVE BULK INFRASTRUCTURE MASTER PLAN” (WATER & SANITASIE) VIR OVERBERG DISTRIK MUNISIPALITEIT

 

Tenders word hiermee ingewag vir die lewering van professionele dienste vir die volgende:

 

1.  Ontwikkeling van ‘n “Comprehensive Bulk Infrastructure Master Plan” (Water en Sanitasie) vir die Overberg Distrik Munisipaliteit in die Wes Kaap Provinsie

2.  Ontwikkeling van ‘n Vyftien-jaar Projek Implementerings Prioriteit Lys vir elkeen van die Plaaslike Munisipaliteite in die Overberg Distrik.  

3.  Ontwikkeling van ‘n Finansiële model vir die Projek Implementerings Prioriteits Lys vir elkeen van die Plaaslike Munisipaliteite in die Overberg Distrik.

 

Tenders mag slegs op die voorgeskrewe dokument ingedien word en is verkrygbaar vanaf die Voorsieningskanaalbestuurder, Overberg Distrik Munisipaliteit, Langstraat 26, Bredasdorp, 7280, tel. no. (028) 425 1157. 

Voltooide tenders in ‘n verseëlde koevert gemerk “Tender COU01/02-2009/10:  Professionele Dienste:  Fase II, Comprehensive Bulk Infrastructure Master Plan (Water & Sanitasie) vir die Overberg Distrik Munisipaliteit”, moet in die tenderbus by die Overberg Distrik Munisipaliteit kantore geplaas word of gepos word om die Munisipale Bestuurder, Privaatsak X22, Bredasdorp, 7280 te bereik nie later as 12:00 op 19 Maart 2010 nie, waarna die tenders in die openbaar oopgemaak sal word.

Geen e-pos, fakse, telefoniese of laat tenders sal aanvaar word nie en die Raad is nie verplig om die laagste of enige tender te aanvaar nie.

TENDER COU01/02-2009/10:  PROFESSIONAL SERVICES:  PHASE II, COMPREHENSIVE BULK INFRASTRUCTURE MASTER PLAN (WATER & SANITATION) FOR OVERBERG DISTRICT MUNICIPALITY

 

Tenders are hereby invited for the rendering of professional services for the following;

 

1.  Development of a “Comprehensive Bulk Infrastructure Master Plan” (Water and Sanitation) for the Overberg District Municipality in the Western Cape Province.

2.  Development of a Fifteen-Year Project Implementation Priority List for each of the local municipalities in the Overberg District.

3.  Develop a Financial Model for the Project Implementation Priority List for each Local Municipality in the Overberg District.

 

Tenders may only be submitted on the prescribed document obtainable from the Supply Chain manager, Overberg District Municipality, 26  Lang Street, Bredasdorp, tel (028) 425 1157.

 

Completed tenders in a sealed envelope marked “Tender COU01/02-2009/10:  Professional Services:  Phase II, Comprehensive Bulk Infrastructure Master Plan (Water & Sanitation) for Overberg District Municipality”, must be placed in the tender box at the Overberg District Municipal Offices or mailed to reach the Municipal Manager, Private Bag X22, Bredasdorp, 7280 not later than 12:00 on 19 March 2010 after which the tenders will be opened in public.

The 90/10 preferential procurement system, as stated in the Overberg District Municipality Procurement Policy, will be used when considering tenders.  An original and valid Tax Clearance Certificate, as issued by die South African Revenue Service, must be submitted with the tender.

 

No telephone, e-mail, facsimile or late tenders will be considered and the Council does not bind itself to accept the lowest or any tender.

As part of the local government mandate, the Overberg District Municipality (DM) has embarked on the process of developing a Local Economic Development (LED) Plan for the District in order to uplift and promote the study area. The compilation of this LED Plan was awarded to Urban-Econ: Development Economists. This study report was compiled in accordance with the proposed methodology as set out in the Proposal to compile a LED Plan for the District.

 

The purpose of the LED Plan is to collate all economic information and investigate the coordinated and integration options and opportunities available to broaden the economic base of the study area. This will be packaged as a strategic implementation framework in order to address the creation of employment opportunities, investment and business development and the resultant positive spin-off effects throughout the economy of Overberg District.

 

Furthermore, it is also aimed at ensuring that the municipality can efficiently and effectively facilitate the creation of an appropriate enabling environment conducive to economic development and investment. This can, however, only be done if and when the current development situation in the area is understood. This analysis aims to provide the foundation by assessing the current demographic, socio-economic and economic characteristics and trends of the area and by highlighting the main challenges faced in the area. The purpose of this report is therefore to provide an overview of the socio-economic features of the study area. Such an overview is provided in a manner that will indicate the development needs of the local communities and municipality in terms of capacity. The following specific features are discussed:

·  Socio-economic features

·  Economic features

·  Municipal Profile

 

It is important to realise that previous studies have been completed and undertaken throughout Overberg District area. However, as the scope of these research projects do not always reflect the situation at a local level, the relevant information are extracted and a referencing approach is utilised to ensure suitable credit is presented for non-Urban-Econ work.
